As the UK prepares to tighten drink-driving laws in 2026, road safety experts are calling on the Labour government to go even further — demanding instant and permanent driving bans for serial offenders.

The Department for Transport (DfT) is currently consulting on reducing England and Wales’ drink-drive limit to align with Scotland’s stricter standards. The proposed change would cut the legal blood alcohol concentration from 80mg to 50mg per 100ml, and the breath alcohol limit from 35µg to 22µg per 100ml.

While many view this as a positive step toward safer roads, some industry leaders believe it’s not enough.


“If You Drink, You Don’t Drive — Ever,” Says Expert

Cherie Carter, Director of Indigo Car Hire, insists that tougher penalties are needed for those who repeatedly break the law. Speaking to Express.co.uk, she argued that anyone caught driving over the limit more than once should lose their licence for life.

“If you touch alcohol, you shouldn’t be driving at all,” Carter said. “We’ve seen drivers rent cars, have a few drinks, and get caught the next morning still over the limit. If someone’s done it more than once, they should be permanently banned. Those drivers don’t belong on UK roads.”


Legal Expert Supports a “Presumption” of Lifetime Bans

John Kushnick, Legal Operations Director at the National Accident Helpline, echoed Carter’s sentiment. He proposed a system where lifetime bans are presumed for repeat offenders — unless they can prove in court why such a penalty would be inappropriate.

“This approach is more proportionate than a blanket rule,” Kushnick explained. “But the priority must be keeping dangerous drivers off the road before they kill someone.”


The Numbers Behind the Debate

While drink-related road deaths have declined, the figures remain troubling.

Data from 2023 shows between 230 and 290 fatalities were linked to drink-driving — a 14% drop from the previous year. Still, alcohol contributed to 16% of all UK road deaths.

Carter believes consistency across the UK is vital.

“England, Wales, Scotland, and Northern Ireland should all have the same drink-drive limit,” she said. “Given how easily people travel between nations, a single standard just makes sense.”
